BIS Consultant Recruitment Job Notification

Bureau of Indian Standards (BIS), a statutory body under the administrative control of Ministry of Consumer Affairs, Food and Public Distribution, Govt. of India is the National Standards Body of India and is responsible for activities in the field of Standardization, Product and System Certification, Hallmarking, Laboratory Testing etc., in 
the country. BIS is responsible for Standardization and Certification at the International level. 
2. Bureau of Indian Standards (BIS) invites online applications from willing and eligible candidates for engaging Consultants for Standardization Activities in BIS on contract basis. Persons with requisite 
qualification and experience as prescribed below may apply online. 

3. Complete details of the advertisement (such as name of the post, category, educational qualification, experience, number of posts, etc.) are given in Annexure-1. 

4. Details of work: 
• Consultant engaged by BIS to assist in the work of the technical committee, the technical committee as defined in these Rules being the Committee constituted by the Bureau for the formulation of 
Indian Standards and includes division council, sectional committee, subcommittee, panel, working group and any other committee. 

• The terms of reference of engagement of such Consultants, providing support in the following areas:

The consultants will be required to support the Standardization Department by undertaking review of the literature/Standards assigned to them including the review of the standards of other National/International Standards making bodies, collecting data on the manufacturing/user base for the stanvnyou udard/subject assign ito them and the importance of happy yu 
in the external trade of the country. 
Interact with and visit the manufacturing unit and labs, organize focus group discussions and analyse the information gained through these interventions in the context of the scope of the standard/ subject under standardization. In addition, the consultants may also be required to assist the Member Secretary in examining and analysing the comments received in regard to draft standards and in the drafting/ editing of 
the draft standards. 

The consultants will be undertaking any of the activities as assigned by the Member Secretary of the Sectional Committee concerned. 

The consultants may be required to undertake visits to collect data and evidence as required by the Bureau.

The Bureau will decide the dates on which he will be required to attend office and work from home. It should be clear that the consultants may be required to attend the office physically throughout the period of engagement. 

Review of existing standards leading to, where required, their timelyrevision/amendments to 
update the same as per the latest technological developments.

Collection of information/data on state-of-the-art in the country and best practices world over and assist in the preparation of draft revision of existing standards and formulation of standards in new areas of topical interest.

Strategic initiatives for wide publicity and effective implementation of standards/ group ofstandards/ special publications, through comprehensive circulars, seminars/ workshops/ training programmes/ webinars, articles in journals/ print media/ online publications, video talks, publicity/informative brochures and pamphlets, etc. 
Interactions and working coherently with Govt departments, industry associations, professional institutions, academic institutions, for inputs and for promotion of use of standards.

Technical editing of draft standards/other publications by the technical departments for 
ensuring their error-free and world-class publication. 

The selection of Consultant to assist in the work under a Division Council/Sectional Committee is to be done carefully keeping in mind the need of such assistance, the scope of work and competence of the Consultant to carry out such works effectively.

5. Selection Process: All the applications received shall be scrutinized and shortlisted. Candidates will be shortlisted in the light of their qualifications, experience and other details provided in the application form. Mere fulfillment of qualification or shortlisting shall not confer any right to be engaged as Consultants for Standardization Activities. Shortlisted candidates will be called for technical knowledge assessment, interview, etc. BIS reserves the right to reject any or all applications without assigning any reason thereof. 

6. Tenure of Engagement: The engagement is purely on contract for a period of One year. 
7. Nature of Engagement: The engagement is purely on contract basis and the engagement will be subject to termination at the end of contract period. 

8. Remuneration: A consolidated monthly remuneration of Rs.75,000/- (Rupees Seventy Five Thousand only), fixed for one year, will be paid to the Consultants for SCMD Activities. The remuneration is subject to statutory 
deductions. 

9. TA/DA: No TA/DA shall be admissible for joining the assignment or on its completion. If required to travel and stay in connection with the official assignment, TA/DA and lodging allowance as admissible to a regular BIS 
officer of the Level of Sc-B/Assistant Director, will be paid. 

10. Job Location: Delhi NCR 

11. Age limit: Maximum 65 years as on last date of receipt of applications. 

12. Leave: Consultants for Standardization Activities shall be eligible for Twelve (12) days leave in a calendar year. No remuneration for the period ofabsence in excess of admissible leave will be paid. 

13. Working Hours: The Consultants for Standardization Activities shall follow the normal office working hours as prescribed (i.e. 9.00AM to 5.30PM). However, in case of any exigency one has to sit late to complete the time bound work or outstation assignments. Attendance would be made through Bio-metric attendance system. 

14. No Other Assignment: The engagement is on full-time basis and Consultants for Standardization Activitiesshall not take any other assignment during the period of engagement in BIS. 

15. Travel, Medical Clearance and Service incurred Death, Injury or illness: In the event of the death, injury or illness of the individual Consultants for Standardization Activities which is attributable to the performance of 
services on behalf of BIS under the terms of the contract, and/or while travelling for official duty or is performing any services under the contract in any offices or premises of BIS or Government of India, the individual Consultants for Standardization Activities or the individual Consultant’s for Standardization Activities dependents, as appropriate shall not be entitled to any compensation or any claim whatsoever. 

16. Medical fitness and Police Verification: Police verification will be conducted after the engagement of the Consultants. The Consultants will also submit, a medical fitness certificate from an authorized/registered Medical Practitioner, at the time of joining. 

17. Termination of Contract/Engagement: The engagement of Consultants can be terminated by BIS at any time 
without assigning any reasons thereof by giving them 30 days’ notice. However, in case the officer wishes to resign, 
he/she will have to give 30 days’ advance notice or remuneration in lieu thereof, before resigning from the 
engagement.

18. Confidentiality of Data and Documents: 

(a) The intellectual property rights of the data collected as well as deliverables produced for the BIS  shall remain with BIS.

(b) The data shall not be utilized or published or disclosed or to be part with, to a third party, any part of the data or statistical or proceedings or information collected for the purpose of his assignment in BIS.

(c) The Consultants for Standardization Activities is bound to hand over the entire set of records of assignment to the BIS before the expiry of contract or before the final payment is released.

(d) The job of Consultants attracts highest standards of confidentially and it is expected to be maintained in all the actions of officer, at all levels.

19. Conflict of Interest: The Consultants appointed, shall in no case represent or give opinion or advice to others 
in any matter which is in conflict to the interest of BIS. 

20. OTHER TERMS AND CONDITIONS AND GENERAL INSTRUCTIONS

i) Candidates should note that, if at any stage of engagement, it is found that the candidates has submitted any false/fabricated information/documents, his/her candidature will be cancelled immediately and 
he/she will be liable for action as per Law/Rules.

ii) Candidates should have a valid e-mail ID & Mobile No. which should be entered at appropriate place in the application form and must remain active/valid until recruitment process is completed. No change 
in the email ID & mobile number will be accepted once submitted. The candidate himself/herself shall be responsible for wrong or expired email ID & mobile number. 

iii) Candidate should note that their candidature at all stages of engagement is purely on contract basis. 

iv) Bureau reserves the right to amend/modify vacancies notified and any provision of this advertisement in case of any errors and omissions/deviation or to cancel the advertisement and engagement if the 
circumstances so warrant.

v) Warning: Selection in the Bureau is free, fair and merit based. Any attempt to influence the selection process detected at any stage is liable to lead to termination of the candidature of service and legal action 
against the concerned individual will be initiated.

vi) Any resulting dispute arising out of this advertisement including the engagement process shall be subject to the sole jurisdiction of the Courts situated at Delhi.

BIS website. No other means/mode of submission of applications will be accepted under any circumstances.

22. Application fees: No fees are required to be paid by the applicant.

 Note: BIS reserves the right to Revise/Reschedule/Cancel/Suspend the process and/or requirements without assigning any reasons. The decision of BIS shall be final and no appeal shall be entertained.
