1. It is proposed to fill up 50% of the net Direct Recruitment Quota vacancies in the category of Nursing Superintendent in Level-7 of VII CPC Pay Matrix (Medical Department) in Southern Railway & ICF Hospitals through General Departmental Competitive Examination (GDCE) through ONLINE APPLICATION only. Please note that Offline application is not permitted for applying against this Notification. The GDCE will be conducted by Railway Recruitment Cell, Chennai.

2. The details of break-up of vacancies in the category of Nursing Superintendent for which GDCE is to be conducted are as under-

3. In terms of Board's instructions contained in letter No. E(NG)-2008/PM1/6 Part dated 24.07.2017 (RBE No.72/2017), only employees working in the administrative control of Southern Railway and ICF/Chennai in Level 6 and below of VII CPC Pay Matrix and who fulfill the prescribed age and educational qualification are eligible to volunteer for the General Departmental Competitive Examination.
4. All serving regular employees of Southern Railway and ICF working in all Departments/Units of Headquarters/Divisions/Extra Divisions/Production Unit, Construction Units in Level 6 (GP- 4200/-) and below of VII CPC Pay Matrix who possess the following educational qualification and age are

eligible to apply. (a) Educational Qualification:- Certificate as Registered Nurse & Midwife having passed 03 years course in General Nursing and Midwifery from a school of Nursing or other Institution

recognized by the Indian Nursing Council

(OR) B.Sc (Nursing).

Note: The Indian Nursing Council has also laid down certain special concessions for the above courses in respect of Auxiliary nurse-Midwives, Midwives and 'B' Grade Nurses, by way of reduced course period etc. Candidates obtaining the qualification prescribed above, under these concessions will also be eligible for recruitment.

(b) Age: Maximum age limit as on the date of issue of notification:-

(c) Age relaxation of 10 years (15 years for SC/ST and 13 years for OBC candidates) in upper age limit shall be allowed to PwBDs in case of direct recruitment in the posts identified suitable for them, subject to the condition that maximum age of the applicant on the date of issue of notification shall not exceed 56 years. This age concession shall be admissible irrespective of the fact, whether the post is reserved for PwBDs or not, provided the post is identified suitable for the relevant category of disability.

5. Reservations for Persons with Benchmark Disabilities (PwBD): The Reservations for Persons with Benchmark Disabilities (PwBD) are regulated as per The Rights of Persons with Disabilities (RPWD) Act 2016 (effective from 19 April 2017). The post of Nursing Superintendent (erstwhile Staff Nurse) is identified for LD(OL,AAV) as per Railway Board's letter(s) No.E(NG)II/2017/RC-2/1/ Policy dated 27.02.2019.

(A) LD-Locomotor disability (a person's inability to execute distinctive activities associated with movement of self and objects resulting from affliction of musculoskeletal or nervous system or both), including-

(a) "Leprosy cured person" means a person who has been cured of leprosy but is suffering from

(1) loss of sensation in hands or feet as well as loss of sensation and paresis in the eye and eye-lid but with no manifest deformity. (ii) manifest deformity and paresis but having sufficient mobility in their hands and feet to enable them to engage in normal economic activity: (ii) extreme physical deformity as well as advanced age which prevents him/her from undertaking any gainful occupation, and the expression "leprosy cured" shall construed accordingly. (b) "cerebral palsy" means a Group of non-progressive neurological condition affecting body movements and muscle coordination, caused by damage to one or more specific areas of the brain, usually occurring before, during or shortly after birth;

(c) "dwarfism" means a medical or genetic condition resulting in an adult height of 4 feet 10 inches (147 centimeters) or less:

(d) "muscular dystrophy" means a group of hereditary genetic muscle disease that weakens the muscles that move the human body and persons with multiple dystrophy have incorrect and missing information in their genes, which prevents them from making the proteins they need for healthy muscles. It is characterized by progressive skeletal muscle weakness, defects in muscle proteins, and the death of muscle cells and tissue; (e) "acid attack victims" means a person disfigured due to violent assaults by throwing of acid or similar corrosive substance.

(B) Degree of Benchmark Disability for reservation and Competent Authority for Issue of Disability Certificate: Only such persons would be eligible for relaxation in conditions/reservation in posts who suffer from not less than 40 percent of relevant benchmark disability. Those Persons with Benchmark Disabilities (PwBD) who have availed the relaxation and/or reservation and shortlisted for Document Verification have to submit Certificate of Disability issued by the Competent Authority as per the form V, VI and VII of the rule 18(1) under chapter 7 of Rights of Persons with Disabilities Rules, 2017 dated 15.06.2017. Refer Annexure V(A), V(B) and V(C) for the revised formats. The existing certificates of disability issued under the Persons with Disabilities Act 1995 (since repealed) shall continue to be valid for the period specified therein.

(C) Assistance for Scribe: Candidates whose writing speed is affected by Cerebral Palsy/muscular dystrophy/ candidates with Locomotor disability (one arm) can avail the assistance of Scribe for writing answers on their behalf. For engaging the scribe, candidates will have to indicate

the same while filling the application form. (D) Selected PwBD candidates will be subjected to medical examination by Railway Medical Authorities at the time of appointment and only those conforming to the medical standards as laid down in the Indian Railway Medical Manual and other extant provisions, as the case may be, will be eligible for appointment.

(E) When vacancies are reserved for PwBDs and full panel for PwBDs cannot be made with the minimum qualifying percentage marks of each category viz. UR, SC, ST, OBC-NCL, a relaxation of up to 2 marks in the minimum qualifying marks prescribed for the community will be allowed.

6. Special Note for all Candidates seeking reservation/relaxation benefits: All those candidates seeking reservation/relaxation benefits available for EWS/SC/ST/OBC-NCL/PWBD must

ensure that they are entitled to such reservation/relaxation as per eligibility prescribed in the Rules. They should be in possession of all the requisite certificates in the prescribed format in support of their claim as stipulated in the Rules.

7. (a) Eligible Group 'C' & 'D' regular employees may submit their applications through ONLINE only by visiting website www.rrcmas.in Any information given in the Online applications, if found false or incorrect at a later stage will result in disqualification of candidates, apart from initiation of disciplinary action.

(b) The last date & time for submission of application in RRC/Chennai website www.tomas.in is 05.06.2023 at 23.59 hours and SACROSANCT. There is no need to upload the attested copies of certificates in proof of their passing/matriculation, +2/Pre-Degree and GNM/BSc (Nursing) for educational qualifications and community Certificate in the case of SC/ST/OBC, which will be called and verified for the qualified candidates during documents verification. 

(c)However, after filling up all columns in the application portal in www.momas.in the candidates
have to take a printout of their application by clicking the Print' option and (1) affix a recent passport size colour photo (i) append Signature in the column provided and (ii) get Immediate Supervisor's certification in the space indicated in the printout.

(d)Upload the Immediate Supervisor Certified Print out of the Application (after affixing candidate's Photo and appending Candidate's signature), in PDF format as a single file for completion of submission of Applications before closing date ie.,05/06/2023 at 23.59 hours.

8. The applications received will be treated as "Invalid/Ineligible" on the following grounds:

1) Applications without uploading of PDF file with Immediate Supervisor's certification

2) Incomplete/ineligible applications 3) Incorrect Educational qualification

4) Applications unsigned/Signed in capital letter

5) Applications of over-aged candidates

9. a) As the vacancies of Nursing Superintendent under GDCE are assessed covering all Divisions/Units of Southern Railway and ICF Hospitals, the employees who are selected are liable to be posted to any Division/Units of Southem Railway/ICF Hospital. Those who are not willing for posting involving transfer, need not apply. b) The allotment of division of the selected employees will be at the discretion of the Administration, subject to availability of GDCE quota vacancies. The Applicant has no right to claim for posting in the Division/Unit of their choice. 

10. The GDCE for the post of Nursing Superintendent will consist of Written/Online Examination, Verification of certificates (including valid Registered Nurse & Registered Midwife(RNRM) certificate) and Medical Examination. The panel will be formed strictly in the order of merit. The standard of the Written/Online Examination under GDCE shall be that prescribed for Direct Recruitment Quota on open competition for this post.

11. Only those candidates who secure the requisite qualifying marks in the written/online examination and valid RNRM certificate are eligible to be empanelled for appointment as Nursing Superintendent on the basis of the marks obtained in the written/online examination. Those empanelled will be subjected to Medical Examination and only those who are found fit in the Medical classification of "CEE ONE" shall be considered for appointment. For Medical examination of PwBDs the instructions contained in Para 19 of RBE No.62/2017 will apply.

12. The final empanelment for the vacancies notified would be as per eligibility& merit. 

13. This Notification may be given wide publicity by circulating to each and every station and depot of Division/Units by notifying the same and pasting on Notice Boards at prominent places to avoidc omplaints of non-circulation of this notification. 

14. Application under RTI Act: Any application even under RTI Act seeking any information will not be entertained till the completion of the entire selection process.

నిరుద్యోగులకు దక్షిణ రైల్వే (Southern Railway) శుభవార్త చెప్పింది. పలు ఉద్యోగాల భర్తీకి నోటిఫికేషన్ విడుదల చేసింది. నర్సింగ్ సూపరింటెండెంట్ పోస్టులను భర్తీ చేయనున్నట్లు నోటిఫికేషన్లో పేర్కొన్నారు. ఇందుకు సంబంధించిన దరఖాస్తు ప్రక్రియ ఇప్పటికే అంటే ఈ నెల 5వ తేదీ నుంచి ప్రారంభమైంది. అభ్యర్థులు ఆన్లైన్ విధానంలో తమ దరఖాస్తులను సమర్పించాల్సి ఉంటుంది. ఈ ఉద్యోగాలకు దరఖాస్తు చేసుకోవడానికి అభ్యర్థులకు నెల రోజుల సమయం ఇచ్చారు. అర్హత, ఆసక్తి కలిగిన అభ్యర్థులు జూన్ 5లోగా తమ దరఖాస్తులను సమర్పించాల్సి ఉంటుంది.

ఖాళీల సంఖ్య: నోటిఫికేషన్లో తెలిపిన వివరాల ప్రకారం.. ఈ నోటిఫికేషన్ ద్వారా మొత్తం 28 ఖాళీలను భర్తీ చేయనున్నారు

విద్యార్హత: బీఎస్సీ నర్సింగ్ చేసిన విద్యార్థులు ఈ ఖాళీలకు అప్లై చేసుకోవచ్చు. ఇతర పూర్తి వివరాలను నోటిఫికేషన్లో చూడొచ్చు.

వయోపరిమితి: పైన పేర్కొన్న పోస్టులకు దరఖాస్తు చేసుకునే అభ్యర్థులు 42 ఏళ్లలోపు ఉండాలి. SC/ST మరియు OBC అభ్యర్థులకు వయో పరిమితిలో సడలింపు ఇచ్చారు. ఎస్సీ/ఎస్టీ అభ్యర్థులకు ఐదేళ్లు. ఓబీసీ అభ్యర్థులకు మూడేళ్లు సడలింపు ఉంటుంది.
