IARI Technician Recruitment 2021: Apply for 641 posts on iari.res.in

The Indian Agricultural Research Institute (IARI) will conduct competitive examination for recruitment to the posts of Technician (T-1) under Direct Recruitment in Pay Level-3 of 7th CPC Pay Matrix at ICAR Research Institutes in accordance with the rules issued by the Indian Council of Agricultural Research. The IARI under the Administrative control of Indian Council of Agricultural Research, DARE, Krishi Bhawan, New Delhi will hold online computer-based test (CBT).
Important Dates  

Opening date of application: December 18, 2021
Closing date of application: January 10, 2022
Date of online objective type exam: Between January 25 to February 5, 2022

ESSENTIAL QUALIFICATIONS: -

Matriculation pass from a recognized Board. Candidate must specifically indicate the percentage of
marks obtained (calculated to the nearest two decimals) in the relevant column of the application form.
Where percentage of marks is not awarded by the University but only CGPA/OGPA is awarded, the same shall be converted into percentage in terms of conversion norms of university in this regard, besides indicating the CGPA/OGPA in the application form. Candidates will have to produce the certificate/document issued by the university evidencing conversion formula of university, when called for document verification. Round off % age will not be acceptable under any circumstances for consideration for appointment. The fraction of percentage so arrived will be ignored i.e. 59.99% will be treated as less than 60%.

FOR SERVING CANDIDATES: -

All candidates in the service of Indian Council of Agricultural Research/any other Govt. Service,
whether in a permanent or in temporary capacity (employees under probation), other than casual,
outsourced or daily rated employees, must inform in writing to their Head of Office/Department that they have applied for this examination. Candidates should note that in case a communication is received from their employer by the IARI withholding permission to the candidates applying for /appearing at the examination, their applications will be liable to be rejected /cancelled. This information/permission (to the concerned employer) will be required in case of selection.

EXAMINATION CITIES: -

The cities where the Examination will be conducted in Online Computer Based Test (CBT) mode are
mentioned in Annexure- II. Candidates may select five (05) cities in order of their preference. However, the 3 Cities of Examination could be changed/allocated at the discretion of IARI. Candidates must select the centre of examination carefully while submitting their online application for the examination. No request for change of centre would be entertained at later stage. There may be more than one venue at any/all cities depending upon the number of candidates registered for the examination.

Age Limits for this examination will be as under: -

a. Minimum age limit is 18 years as on 10 January 2022 i.e. closing date of online application
b. Maximum age limit is 30 years as on 10 January 2022 i.e., closing date of online application. The
maximum age limit for Serving regular employees of ICAR is 58 years as on 10 January 2022.
The upper age limit prescribed above will be relaxable: -
  1. Up to a maximum of five (05) years if a candidate belongs to SC or ST in respect of posts reserved for them.
  2. Up to a maximum of three (03) years in respect of candidates belonging to Other Backward Classes who are eligible to avail reservation in respect of posts reserved for them.
  3. For candidates belonging to ‘Persons with Benchmark Disability’ category, the upper age limit will be relaxable up to a maximum of 10 years. However, candidates belonging to SC, ST and OBC (Non-Creamy Layer) who are also covered under the ‘Person with Benchmark Disability’ category will be eligible for grant of cumulative age relaxation under both of their respective categories. The reservation for PwBD is horizontal across all the categories
  4. To other bonafide displaced persons/repatriates of Indian origin/ Ex-Service Men/ Serving Defence Services Personnel etc. as per the existing instructions of the Government of India on the subject.
  5. In any circumstance maximum age limit cannot be more than 58 years as on 10 January 2022.
  6. Candidate should note that the Date of Birth as recorded in the Matriculation/Secondary Examination Certificate or an equivalent Certificate only will be accepted by the ICAR-IARI for determining the age and no subsequent request for its change will be entertained.
All candidates, irrespective of community may be considered against UR vacancies, subject to
fulfillment of parameters for UR candidates. However, against the vacancies earmarked for
specific communities (SC/ST/OBC-NCL/EWS), only candidates belonging to that community will
be considered.

i. For SC/ST (Schedule Caste/Schedule Tribes) Candidates:

• Reservation of vacancies for SC/ST will be as per Government of India directives. Candidates belonging to SC/ST category shall have to submit the attested copy of Caste certificate (Annexure IV) issued by the Competent Authority at the time of document verification.

ii. For OBC-NCL (Other Backward Class – Non Creamy Layer) Candidates:
        • Other Backward Classes (OBC-NCL) candidates in particular shall ensure that they possess the
           OBC-NCL Certificate in the prescribed format (issued on or after 1st January 2020) as given in
           Annexure- V to apply for posts under Govt. of India.

        • The candidates applying against vacancies reserved for OBC-NCL should note that they have
           to produce a valid caste certificate at the time of document verification in support of their
           belonging to OBC-NCL community as per rule of Govt. of India as issued by the Competent
           Authority in the prescribed format for this purpose so as to prove that they do not belong to
           “Creamy Layer” of the OBC-NCL. Further, the caste to which the candidate belongs should be
           the one included in the Central list of OBC-NCL issued by the Government of India. A
           declaration shall also be submitted by the candidate before his appointment that he does not
           belong to the Creamy Layer of OBC-NCL. The income limit is decided on the basis of income
           earned during three previous financial years preceding the year of appointment.

For EWS (Economically Weaker Section) Candidates:

• Candidates who are not covered under the scheme of reservation for SC/ST/OBC-NCL and
whose family gross annual income is below Rs. 8.00 Lakh (Rupees eight Lakh) are to be
identified as EWS for benefit of reservation for EWS. The income shall also include income
from all sources i.e. salary, agriculture, business, profession etc. for the financial year prior
to the year of application. For this recruitment, the closing date of registration is 10th January
2022. The income of the financial year 2020-2021 will only be considered. Also, candidates
whose family owns or possesses any of the following assets shall be excluded from being identified as

EWS, irrespective of family income:

a. 5 acres of agricultural land and above;
b. Residential flat of 1000 sq. ft. and above;
c. Residential plot of 100 sq. yards and above in notified municipalities;
d. Residential plot of 200 sq. yards and above in areas other than the notifie municipalities

• The candidates applying against the vacancies reserved for EWS must produce valid Income and Asset Certificate issued by Competent Authority as per Annexure - VI on the date of Document Verification. In case of non-compliance to these stipulations, their claim for reserved status under EWS will not be entertained and the candidature/application of such candidates, if fulfilling all the eligibility conditions for General (UR) Category, will be considered under General (UR) vaccines only.

iv. For PwBD (Persons with benchmark disability) Candidates:

• Disability should not be less than 40% for the categories where ever PwBD reserved posts are indicated in the above table. A person, who wants to avail the benefit of relaxation will have to submit a Disability Certificate issued by a Competent Authority as per the form V, VI and VII of rule 18(1) under Chapter 7 of Rights of Persons with Disabilities Rules, 2017 dated 15.06.2017. Refer Annexure –VII (A), VII(B) & VII(C) for the revised formats. The existing certificates of disability issued under the Persons with Disabilities Act 1995 (since repealed) shall continue to be valid for the period specified therein.

a) : Notwithstanding the provision of age-relaxation under (iii) candidates of PwBD category will be considered to be eligible for appointment only if they (after such Medical Examination as the Government or appointing authority, as the case may be, may prescribe) are found to satisfy the requirements of physical and medical standards of the post

v. For Ex-servicemen Candidates:

a) Note I: The term Ex-servicemen will apply to the persons who are defined as Exservicemen in the Ex-servicemen (Re-employment in Civil Services and Posts) Rules, 1979, as amended from time to time.

b) Note‐II: The age concession under (iv) will be admissible to Ex-servicemen i.e. a person who has served in any rank whether as combatant or non-combatant in the Regular Army, Navy and Air Force of the Indian Union and who either has been retired or relieved or discharged from such service whether at own request or being relieved by the employer after earning pension.

c) Ex-servicemen candidates should produce defence service certificate issued by the Competent Authority at the time of document verification/interview.

d) Persons serving in the Armed Forces of the Union, who on retirement from service would come under the category of Ex-servicemen are eligible to apply for re-employment one year before the completion of the specific terms of engagement and avail themselves of all concessions available to Ex-servicemen but such persons shall not be permitted to  5 leave the uniform until they complete the specific terms of engagement in the Armed Forces of the Union.

e) Accordingly, such serving Defence personnel to be released within one year of the last date of Registration of Application (on or before 10.01.2022) can also apply, both for vacancies earmarked for Ex-servicemen and for post not reserved for them. However, they should possess the prescribed Educational Qualification as on the closing date of Employment Notification.

f) Ex-Servicemen candidate who have already secured Civil employment under Central Government in Group ‘C’ & ‘D’ (including PSUs, Autonomous Bodies/Statutory Bodies, Nationalized Banks etc.) will be permitted only the benefit of age relaxation as prescribed for Ex-servicemen for securing another Civil employment in a higher grade or cadre in Group ‘C/D’ under Central Government. Such candidates will not be considered against the vacancies reserved for Ex-servicemen in the Central Government jobs.

g) If an Ex-serviceman applies for various vacancies before joining any Civil employment,
he/she can avail the benefit of reservation of Ex-serviceman for any subsequent
employment, subject to the condition that an Ex-serviceman as soon as he joins any Civil
employment, should give self declaration/undertaking to the concerned employer about
the details of application against this Employment Notification. The acknowledged copy
of this declaration along with NOC from the civil employer should be produced during
Document Verification failing which their candidature shall stand cancelled. Further, this
benefit would be available only in respect of vacancies which are filled on direct
recruitment and wherever reservation is applicable to the Ex-servicemen.

For Ex-Servicemen (ESM):

1) Serving Defence Personnel Certificate as per Annexure-VIII if applicable.
2) Undertaking as per Annexure- IX
3) Discharge Certificate, if discharged from the Armed Forces

SAVE AS PROVIDED ABOVE, THE AGE LIMITS AS PRESCRIBED CAN IN NO CASE BE RELAXED. THE CANDIDATES CAN CLAIM THE RELAXATION IN AGE LIMITS ONLY ON PRODUCTION OF THEIR RESPECTIVE VALID CATEGORY CERTIFICATES DURING DOCUMENT VERIFICATION.
