It is clarified that appointment as Apprentice Development Officer does not by itself confer any right on the candidates to be appointed as Probationary Development Officer
7. JOB REQUIREMENT:
It is primarily a sales supervision job. The selected candidates will be required to recruit agents, train them properly, and help the recruited agents to sell life insurance to maximum number of persons. Rashtriya Ispat Nigam Limited - Visakhapatnam Steel Plant (RINL-VSP), a Navratna Company under
the Ministry of Steel, Government of India and India’s first shore-based integrated Steel Plant, invites applications from qualified and competent Indian Nationals for the Post of
Operator cum Technician (Trainee)(OCTT).
QUALIFICATION (As on 01-04-2015):
SSC with Diploma in Chemical Engineering / Electrical Engineering / Mechanical Engineering from a
recognized Institute / Board (60% marks in Diploma in Engineering for Gen/OBC candidates, 50%
marks for SC/ST/PWD candidates). Question Papers will be set separately for Chemical, Electrical and Mechanical branches depending on his discipline, the candidate has to appear for the paper of his branch. TRAINING & STIPEND :
>Candidates selected for the post will be required to undergo training for a period of twenty four

first year and a monthly stipend of `12,200/- (consolidated) during the remaining period of

D. PROBATION PERIOD:
Office Assistant (Multipurpose) : Selected candidates will be on probation for a period of One year which may be extended by the Appointing Authority for a period not exceeding Six months if work /conduct of the candidate is not found satisfactory.
Officer Scale-I & II : Selected candidates will be on probation for a period of Two years which may be extended by the Appointing Authority for a period not exceeding one year if work /conduct of the candidate is not found satisfactory.

E. ELIGIBILITY CRITERIA
A candidate must be either –
i) a Citizen of India or ii) subject of Nepal or (iii) a subject of Bhutan or (iv)a Tibetan Refugee who came over to India before 1st January 1962 with the intention of permanently settling in India or (v) a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka, East African countries of Kenya, Uganda, the United Republic of Tanzania (formerly Tanganyika and Zanzibar), Zambia, Malawi, Zaire, Ethiopia and Vietnam with the intention of permanently settling in India, provided that a candidate belonging to categories (ii), (iii), (iv) & (v) above shall be a person in whose favour a certificate of eligibility has been issued by the Government of India.
Age (As on 01-06-2014)
For Office Assistant (Multipurpose) - Between 18 years and 28 years i.e. candidates should have not been born earlier than 02.06.1986 and later than 01.06.1996 (both dates inclusive)
For Officer Scale- I- Above 18 years - Below 28 years i.e. candidates should not have been born earlier than 03.06.1986 and later than 31.05.1996 (both dates inclusive)
For Officer Scale- II- Above 21 years - Below 32 years i.e. candidates should not have been born earlier than 03.06.1982 and later than 31.05.1993 (both dates inclusive)
NOTE:
(i) The relaxation in upper age limit to SC/ST/OBC candidates is allowed on cumulative basis with only one of the remaining categories for which age relaxation is permitted as mentioned above at Sr. Nos. 3 to 7 in the above Table.
(ii) The maximum age limit specified is applicable to General Category candidates.
(iii) Candidates seeking age relaxation will be required to submit copies of necessary certificate(s) at the time of Interview conducted by a particulars RRB, if called by the RRB.
Caste/Category Certificate issued by competent authority in the prescribed format as stipulated by Govt.of India in case of SC/ST/OBC/PWD category candidates.
In case of candidates belonging to OBC category, certificate should specifically contain a clause that the candidate does not belong to creamy layer section excluded from the benefits of reservation for Other Backward Classes in civil Post & services under Government of India. Candidates belonging to OBC category but coming under creamy layer are not entitled to OBC reservation. They should indicate their category as General in the online application form
Caste name mentioned in certificate should tally letter by letter with Central Government list/notification.
(iv) Ex-Servicemen candidates who have already secured employment under the Central Government in Group „C‟ & „D‟ will be permitted the benefit of age relaxation as prescribed for Ex-Servicemen for securing another employment in a higher grade or cadre in Group „C‟/ „D‟ under the Central Government. However, such candidates will not be eligible for the benefit of reservation for Ex-Servicemen in Central Government jobs.
(v) An Ex-Servicemen who has once joined a Government job on civil side after availing of the benefits given to him/her as an Ex-Servicemen for his/her re-employment, his/her Ex- Servicemen status for the purpose for further employment on the civil side ceases.
(vi) The persons serving in the Armed Forces of the Union, who on retirement from service, would come under the category of „ex-servicemen‟ may apply for re-employment one year before the completion of the specified term of engagement (from the last date of application) and avail themselves of all concessions available to ex-servicemen but shall not be permitted to leave the uniform until they complete the specified term of engagement in the Armed Forces of the Union.
Definition of Persons With Disabilities
Under Section 33 of the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act 1995 only such persons would be eligible for reservation who suffer from not less than 40% of relevant disability and are certified by a Medical Board constituted by the Central/State Govt.
Accordingly, candidates with the following disabilities are eligible to apply. Candidates claiming such benefits should produce certificate in original in support of their claim at the time of Interview. Persons With Disabilities will have to work in Branches/ Offices as identified by the respective RRB.
Visually Impaired (VI)
Blindness refers to condition where a person suffers from any of the following conditions namely (1) Total absence of sight, (ii) Visual acuity not exceeding 6/60 or 20/200 (Snellen) in the better eye with correcting lenses. (iii) Limitation of the field of vision subtending in angle of 20 degrees or worse.
Low vision means a person with impairment of visual functioning even after treatment or standard refractive correction but who uses or is potentially capable of using vision for the planning of execution of a task with appropriate assistive device.
Deaf & Hearing Impaired (HI)
The deaf are those persons in whom the sense of hearing is non- functional for ordinary purposes of life i.e. total loss of hearing in both ears. They do not hear; understand sounds at all even with amplified speech. Hearing impairment means loss of sixty decibels or more in the better ear in the conversational range of frequencies.
Orthopaedically Challenged (OC)
Only those Orthopaedically Challenged candidates who have locomotor disability or cerebral palsy with locomotor impairment of minimum of 40% and only those who fall in the following categories are eligible to apply:
BL - Both legs affected but not arms
OA - One arm affected (R or L) – (a) Impaired reach;
(b) weakness of grip;
(c) ataxia
OL - One leg affected (R and or L)
MW - Muscular weakness and limited physical endurance
DEFINITION OF EX-SERVICEMEN (EXSM) ( Applicable for the post of
Office Assistant (Multipurpose)
i. Ex-Servicemen (EXSM): Only those candidates shall be treated as Ex-servicemen who fulfill the revised definition as laid down in Government of India, Ministry of Home Affairs, Department of Personnel & Administrative Reforms Notification No.36034/5/85 Estt. (SCT) dated 27.10.1986 as amended from time to time.
ii. Disabled Ex-Servicemen(DISXS): Ex-servicemen who while serving in Armed Forces of the union were disabled in operation against the enemy or in disturbed areas shall be treated as Disabled Ex-Servicemen (DISXS).
iii. Dependents of Servicemen Killed In Action (DXS): Servicemen killed in the following operations would be deemed to have been killed in action attributable to military service (a) war (b) war like operations or Border skirmishes either with Pakistan on cease fire line or any other country (c) fighting against armed hostiles in a counter insurgency environment viz: Nagaland, Mizoram, etc. (d) serving with peace keeping mission abroad (e) laying or clearance of mines including enemy mines as also mine sweeping operation between one month before and three months after conclusion of an operation (f) frost bite during actual operations or during the period specified by the Government (g) dealing with agitating para-military forces personnel (h) IPKF Personnel killed during the operations in Sri Lanka.
The relaxation in upper age limit and in educational qualifications is not available to Dependents of Servicemen killed in action.
Note: The Territorial Army Personnel will be treated as
Ex-Servicemen w.e.f.15.11.1986.

(b) For Persons with Disabilities:
Authorised Certifying Authority will be Medical Board at the District level. The Medical Board consists of Chief Medical Officer, Sub-Divisional Medical Officer in the District and a member who is a specialist in Orthopaedics, ENT or Ophthalmology, as the case may be,

> For Officer Scale-I:- Selection will be made on the basis of performance in RRBs- CWE-III conducted by IBPS in September/ October 2014 and Personal Interview. Merit list of the candidates for final selection based on Total Weighted Scores (TWS) obtained by them in CWE of IBPS and Personal Interview will be prepared in descending order under each SC/ST/OBC/UR category.
> For Officer Scale-II (General Banking Officer):- Selection will be made on the basis of performance in RRBs- CWE-III conducted by IBPS in September/ October 2014 and Personal Interview. Merit list of the candidates for final selection based on Total Weighted Scores (TWS) obtained by them in CWE of IBPS and Personal Interview will be prepared in descending order under each SC/ST/OBC/UR category.
J. PERSONAL INTERVIEW: Depending on the number of vacancies, Bank will call from among who have applied to bank, the number, equivalent to three times the number of vacancies short- listed based on their Total Weighted Scores (TWS). Remaining applicants, if any will not receive an interview call from the Bank.
The total marks for Interview will be 30 . The minimum qualifying marks for the interview will be 40% ( 35% for SC/ST candidates)
K. INTERVIEW CENTRE:
The Interview will be held at the Bharuch centre and the complete address of the venue will be advised in the call letters. The address of the venues will also be displayed in the Bank‟s website one week before the dates for commencement of Interviews.
Note: Bank reserves the right to cancel the centre and/or add some other centres, depending upon the response, administrative feasibility, etc. Bank also reserves the right to allot the candidate to any of the centres other than the one he/she has opted for.
L. GENERAL INSTRUCTIONS
(a) Before applying for any of the mentioned post, the candidate should ensure that he/she fulfils the eligibility and other norms mentioned in this advertisement. Decision of the Bank in all matters regarding eligibility of the candidate, the stages at which scrutiny of such eligibility is to be undertaken, the documents to be produced for the purpose of the conduct of interview, selection and any other matter relating to recruitment will be final and binding on the candidate. No correspondence or personal enquiries shall be entertained by the bank on this behalf.
Mere admission to the Online RRB CWE III and/ or passing the test and being invited by the Bank for the Interview shall not imply that the Bank has been satisfied beyond doubt about the candidate‟s eligibility. Candidates who do not satisfy the eligibility criteria and who do not produce the photocopies as well as the originals of all the documents required to be submitted and as advised in this notification as well as in the Interview call letter, for any reason, whatsoever, shall not be permitted to participate in the Interview, even though they may have obtained the desired level of score in the Online CWE and have been called for interview.
In case it is detected at any stage of recruitment that a candidate does not fulfil the eligibility norms and/or that he/she has furnished any incorrect/false information/certificate/documents or has suppressed any material fact(s), his/her candidature will stand cancelled. If any of these shortcomings is/are detected even after appointment, his/her services are liable to be terminated.
(b) Candidates belonging to OBCs but coming in the “CREAMY LAYER” are not entitled to the benefits of OBC reservation. They should indicate their category as “UR” or “UR Persons with Disabilities‟ as applicable. OBC Certificates in the format as prescribed by the Govt. of India and issued by the Competent Authority inter alia, specifically stating that the candidate does not belong to the Socially Advanced Sections excluded from the benefits of reservations for OBCs in Civil Posts and Services under Govt. of India i.e. carrying „CREAMY LAYER‟ clause based on income issued recently (i.e., issued on or after 01/04/2015 should be submitted at the time of Interview.
(c) Persons with Disabilities claiming the benefit of reservations/age relaxation should possess Medical Certificate as specified in the Disabilities Act of 1995 in support of their disability.
(d) Candidates serving in Government/Public Sector Undertakings (including banks) should produce a "No Objection Certificate" from their employer at the time of Interview, in the absence of which their candidature may not be considered.
(e) The candidates will have to appear for interview at their own expense. However, unemployed eligible SC/ST outstation candidates attending the Interview will be reimbursed to and fro second class ordinary train/bus fare by the shortest route on production of evidence of travel. The Bank will not be responsible for any injury/ losses, etc of any nature during their travel time.
(f) Only candidate willing to serve anywhere in the operational area of the bank should apply.
(g) Any request for change of address will not be entertained.
(h) Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the Courts situated at Bharuch.
(i) In case any dispute arises on account of interpretation of version other than English, English version will prevail.
(j) The Bank may at its discretion hold a second stage/ conduct Supplementary process wherever necessary in respect of a Centre / Venue/specific post of a candidate(s).
(k) Appointment of selected candidates is subject to his/her being declared medically fit as per the requirement of the Bank. Such appointment will also be subject to the Service & Conduct Rules of the Bank.

(m) A recent, recognizable passport size photograph should be firmly pasted on the computer generated application form and should be signed across by the candidate. Three copies of the same photograph should be retained for use at the time of interview. Candidates are advised not to change their appearance till the recruitment process is complete. Failure to produce the same photograph at the time of the interview may lead to disqualification.

Action against candidates found guilty of misconduct :
Candidates are advised in their own interest that they should not furnish any particulars that are false, tampered, fabricated or should not suppress any material information while filling up the application form.

i. using unfair means during the selection process or
ii. impersonating or procuring impersonation by any person or

M. HOW TO APPLY

Notification for appointment of Meritorious Sports persons in the Department of Posts in the

             It is hereby informed to all concerned that the notification dated 19.12.2014 issued as
regards Sports recruitment and published in news papers 20.12.2014 edition is treated as cancelled.
                       Fresh notification inviting applications from meritorious Sportspersons in the disciplines
listed in Annexure - I for appointment as Postal Assistant/Sorting Assistant/PACO/PA SBCO
for the years 2011 to 2014 and for appointment as Postman for the years 2011& 2012 and Multi
Tasking Staff for the year 2009-2012 and for the unfilled vacancies of the years 2009 to 2010 in
Postal Assistant / Postman cadre are hereby called for under sports quota against the vacancies as
shown in Annexure-I.

2. Meritorious Sports Candidates will be selected for appointment based on the instructions
contained in the Department of Personnel & Training OM no. 14015/1/76-ESTT.(D) dated
04.08.1980 as amended from time to time .
3. Order of Preference:
(1)Candidates who have represented the country in an INTERNATIONAL competition with the
clearance of the Department of Youth Affairs and Sports.
(2)Candidates who have represented a State/Union Territory in the Senior or Junior Level National
Championship Organized by the National Sports Federations cognized by the Department of
Youth Affairs and Sports or National Games organized by the Indian Olympic Association and
have won medals or position up to third place. Between the candidates those participated and
won medal in Senior National Championship should be given preference.
(3)Candidates who have represented a University in an Inter-University competition conducted by
Association of Indian Universities /Inter-University Sports Board and have won medals or
positions up to third place in finals.
(4) Candidates who have represented the State Schools in the National Sports/Games for Schools
conducted by the All India School Games Federation and have won medals or positions up to
third place.
(5) Candidates who have been awarded National Award in physical efficiency under
National Physical Efficiency Drive.
(6)Candidates who have represented a State/Union Territory/ University /State School Teams at the
level mentioned in categories (b) to (d) but could not win a medal or Position in the same order
of preference.
NOTE 1. In the event of tie, those who have secured a higher position or won more than one medal
may be given the preference.
NOTE 2. Participation in individual and team event / item may be given the same preference.

The crucial date for determining the age limit shall be the last date for receipt of application i.e.

4. Educational qualifications.
(a) Postal Assistant/Sorting Assistant:-
(i) 10+2 Standard or 12th class pass from recognised University/Board of School Education Board
of Secondary Education with English as a compulsory subject (excluding vocational streams),
(ii) Should have studied local language of the State of Andhra Pradesh / Telangana States or Hindi
as a subject at least in Matriculation or equivalent.
(b) Postman :- A Pass in Matriculation from a recognised
Board/University
(i) Multi Tasking Staff (Administrative offices):- A Pass in Matriculation /ITI or
equivalent from a recognised Board/University.
(ii) Multi Tasking SSttaaffff (Subordinate offices):- A Pass in Matriculation or ITI from a
recognised Board
Candidates with equivalent qualification like AP Open School Society and National
Institute of Open Schooling are not eligible.
5. Scale of Pay
(a) Postal Assistant/Sorting Assistant :- Rs. 5200-20200 + Grade Pay Rs.2400+
admissible allowance
(b) Multi Tasking Staff :- Rs.5200 — 20200 + grade Pay Rs.1800+ admissible

(6) Submission of Applications
a) The Notification can be downloaded from A.P.Postal Circle web site www.appost.in .
b) The applications as indicated in Annexure-II can be downloaded from AP Postal Circle
Website www.appost.in .
c) Applications purchased from outside vendors will not be accepted.
d) Applications to be superscribed as "APPLICATION FOR THE POST OF
POSTAL/SORTING ASSISTANT/ POSTMAN / MTS IN A.P. POSTAL CIRCLE
UNDER SPORTS QUOTA" and to be sent to Chief Postmaster General, AP Circle,
Hyderabad-500001.
e) If a candidate desires to apply for more than one category (PA/SA, Postman & MTS)
/discipline (Sports event) he/she has to submit separate applications for each category
(PA/SA, Postman & MTS) /discipline (Sports event) duly paying application fee
separately for each application. If the candidate applies for more than one category/
discipline through one application, the same will not be considered for any category/
discipline and will be summarily rejected.
Category for which applied should be specifically mentioned.
(7) Application Fee
Application Fee: All the Applicants have to pay an application fee of Rs100/- (Rupees
One Hundred only) and it should be deposited/ paid in any Post Office in A.P. Postal Circle
under UCR only and submit original receipt along with application. In respect of candidates
applying from Andhra Pradesh/ Telangana fee paid through any other form i.,e
Cheque/Demand Draft/ IPO and any other means will not be considered and all such
applications will be rejected. Candidate has to check carefully whether name of candidate and the
purpose of credit is clearly printed on the receipt. Details of fee paid must be noted in the space
provided in the application and original receipt to be pasted in the space provided.
In case of candidates residing outside A.P Postal Circle candidates have to enclose an
Indian Postal Order of value of Rs 100/- (Rupees One hundred only) in favour of Chief
Postmaster General, A.P. Circle, Hyderabad-500001. The application fee in any other means
i.e, Cheque/ Demand Draft /UCR will not be accepted and all such applications will be
rejected.
Note: Fee once paid shall not be refunded under any circumstances.
(8) Method of Selection:
Selection of candidates will be made on the educational and sports qualification and subject to
fulfillment of other prescribed conditions.

(9) Disqualification:
a) No person — who has entered into or contracted a marriage with a person having spouse
living; or
b) No person - who has a spouse living has entered into or contracted a marriage with any
person, shall be eligible for appointment to service. Provided that Central government may,
if satisfied that such marriage is permissible under the personnel law applicable to such
person and to the other to the marriage and there are other grounds for so doing, exempt any
person from the operation of this rule.
c)
(10) SPECIAL INSTRUCTIONS TO THE APPLICANTS
(a) Original certificate should not be submitted. Photo copies duly attested by a Gazetted
Officer should be sent.
(b) Attested copies of all the required documents and certificates should be sent along with the
application. The documents/marks lists/certificates submitted at a later date will not be
entertained.
(c) Community certificate for SC/ST & OBC in the prescribed form from the competent
authorities, as in Appendix II and III respectively are to be submitted.
(d) Certificates submitted in any other form or from authorities not competent to issue the
same will be ignored.
(e) The applications should be sent through Speed Post /Registered Post Only. Those
sent through any other means, private couriers , by Unregistered post and given by
hand shall not be accepted.
(f) Applications wrongly addressed or received after due date are liable to be rejected,
whatever may be the reason for delay. Applications without required certificates and
incomplete applications are liable to be rejected. No intimation will be sent in this regard.
(g) The selected candidates of all posts are liable to serve anywhere in the Circle and as and
when required at the sole discretion of the appointing authority.
(h) Once appointed, request for transfer will not be entertained for 5 years.
(i) Selection of candidates will be in accordance with the relevant recruitment rules and
administrative instructions issued by the Department of Posts from time to time.
(j) The Department reserves the right either to revise the number of vacancies or to cancel the
recruitment, if so warranted and the Department will not be liable to return the fee or pay

(12) The application in the form attached to this prospectus ( Annexure — II) completed in all
respects may be sent to the Chief Postmaster General ( Rectt. & Wlf. Section), A.P. Circle,
Dak Sadan, Hyderabad-500001. The application along with attested copies of requisite
certificates should reach on or before the date mentioned in the notification. Applications
received after due date are liable to be rejected.
(13) IMPORTANT :
a) Original certificates should not be submitted. Only photo copies duly attested by a
Gazetted officer should be submitted. The candidates should produce relevant original
certificates when asked for.
b) If the prescribed / required documents are not submitted along with the application,
application received after due date will be rejected and no request for revival will be
considered.
c) Incomplete or unsigned applications or applications without photographs or applications
received after due date will be rejected.
